Community-owned solar farm in Goulburn set to begin clean energy generation

A long-awaited community renewable energy project in regional New South Wales has reached completion, with the Goulburn Community Solar Farm preparing to begin operations and deliver returns to its local investors.

The project, developed over more than a decade, was first proposed in 2014 by residents through the Goulburn Community Energy Co-operative. Located in the Southern Tablelands, the facility includes a 1.4 MW solar installation paired with a 4 MWh battery system.

A key feature of the project is its cooperative ownership model. Each member holds equal voting rights regardless of their financial contribution, ensuring decisions are made democratically and preventing control by large investors.

Project leaders say this structure has allowed local residents to directly participate in Australia’s transition to renewable energy, rather than relying solely on major national or international developers. It also ensures that financial benefits are shared within the community.

The journey to completion has been lengthy and complex. Development agreements were secured in 2019, followed by a state government grant of $2.1 million in 2020 to support the addition of battery storage. Community backing played a major role, with hundreds of residents collectively contributing around $2.6 million to bring the project to life.

Progress was not without challenges. The project faced a demanding approvals process despite being built on previously disturbed land, requiring significant coordination between developers, contractors, and stakeholders.

Technology partners also played an important role. Equipment supplied by Trina Solar was used throughout the site, including solar panels, mounting systems, and battery storage. This marks one of the first projects in Australia to integrate the company’s full technology suite in a single installation.

Construction support was provided by Smart Commercial Energy, which helped guide the project through delivery. The completed solar farm is expected to generate enough electricity to supply approximately 500 homes in the Goulburn region.

Final commissioning is currently underway, with grid connection anticipated in the near future. Once operational, the project will begin producing clean energy while returning revenue to its 288 local investors.
